Local woman facing Class B Felony for theft of property of over $20,000

Heidi Carns of Watford City was served with a criminal summons for theft of property, a Class B Felony on June 23, 2023, following an investigation by the North Dakota Bureau of Criminal Investigation (ND BCI) of unauthorized use of funding associated with a non-profit organization, ‘Running Free’ located within McKenzie County.
According to documents filed with the Northwest Judicial District investigators learned during the investigation, which began in November 2022, Carns was the Treasurer of Running Free and the only individual to possess a debit card associated with the 501(c)(3) organization.
